Performs the necessary leadership, analysis and design tasks related to the support and development of CA-MMIS IT applications, IT governance and related processes. The individual must be action-oriented, possess both business and IT acumen and be comfortable working at all levels of the organization.
Successful candidates will possess an executive presence that will facilitate attaining the status of "trusted advisor" with our clients. Must have at least 12 years senior-level consulting experience with government or healthcare clients. This experience must have included direct involvement with executive-level issues and problem solving, complex matters implicating IT and business, and business outcomes where IT plays a key role. This position requires expertise in understanding California Medi-Cal business requirements and translating those requirements into IT solutions. The candidate should have expertise in detecting deficiencies, recommending improvements, and assessing change impacts within the current IT environment. The candidate will be required to facilitate unification of State and Federal requirements for the CA-MMIS client in viable support of business strategy; and consult with infrastructure and application development teams fitting systems to environments while accommodating project needs. Analyze business drivers to determine business information and technical architecture requirements.
Responsibilities and Requirements:
May perform one or more of the following: The individual should have proven experience implementing methodologies, tools and templates within enterprise architecture and IT governance. Must be able to create repeatable processes and mentor both internal and external partnering staff. Must possess a solid understanding of existing IT solutions and products, spanning legacy mainframes to pooled Wintel, Sun Unix and Linux platforms and COBOL, CICS legacy to emerging JAVA/SOA solutions. All other duties as assigned. The successful candidate should have a Bachelor's degree in Computer Science or equivalent field, twelve (12) or more years of experience as a Solutions Architect in an enterprise-class setting and direct experience in creating enterprise applications utilizing the complete software development process. Desired Skills and Experiences: · Exposure to handheld, desktop, midrange and mainframe, technologies, and processing environments. · Strong leadership skills and cross team collaboration. · Excellent analytical, technical, planning and organizational skills. · Knowledge of business re-engineering principles and processes. · Ability to understand the long-term (big picture) and the short term perspectives of business requirements. Ability to translate business needs into infrastructure requirements and indicate financial impacts. · Ability to apply primary and alternate solutions to business problems. · Ability to quickly comprehend the functions and capabilities of new technologies.
